  1. The goal cannot be mere literacy, it must be Higher Order Literacy, this is independence making and self-sustaining. It also requires a very different course of action with emphasis not merely on reading the lines but reading between and beyond the lines. It also aims directly at content and concept development. There is an entire sub-branch of educational pedagogy devoted to this thrust, it is called “Content Area Literacy.” There are several good books devoted to this branch, you might like to look in on the site above for examples and/or to our entry text: Manzo/Manzo/Thomas (2009) Content Area Literacy…(5th ed.) Wiley Publishers.
