Announcing our plans for the 2023 GEM Report on technology in education

The global launch of the 2023 GEM Report on technology and education will take place on 26-27 July 2023 in Montevideo, Uruguay, a country that is widely recognized for its pioneering stance on technology in education. This is the first time that the global launch of the report is taking place in Latin America.

Co-hosted by the Ministry of Education and Culture of Uruguay and Ceibal Foundation, the two-day launch event will bring together ministers of education alongside regional organizations, international donors, teachers, civil society, and representatives from the private sector to discuss the key findings and recommendations of the report. Agenda: 

  • A south-to-south dialogue between ministers of education from Latin America and Africa 
  • A closed roundtable with ministers, UNESCO representatives and heads of international organizations 
  • A series of events organized by UNESCO, Fundación Ceibal and other partners focusing on the themes covered in the report. 

We are delighted to be joining over 10 ministers of education in July along with colleagues from Brookings Institution, CAF Development Bank, Cetic.br, Centro de Inovação para a Educação Brasileira (CIEB), EdTech Hub, Global Partnership for Education, IADB, IDRC, OEI, SUMMA and UNICEF, amongst many others. The event will also feature inputs from UNESCO Offices and Institutes including Montevideo, OREALC, San José, IIEP and IBE.

What to expect from the next edition of the GEM Report?

The 2023 Global Education Monitoring Report will analyze the use of technology in education around the world under the lenses of relevance, equity, scalability, and sustainability. The report argues that education systems should always ensure that learners’ best interests are placed at the center and that digital technologies are used to support an education based on human interaction rather than aiming at substituting it. It includes a series of recommendations to ensure that countries are asking the right questions when deciding what technology to choose in education.

More than a report

Several products related to the 2023 GEM Report cycle will be published in the coming months:

On the day of the launch:

  • A new layer of PEER country profiles describing policies and legislation on technology in education from 200 countries
  • +20 background papers from around the world
  • Summary versions of the report in 6 UN languages

In the months following the launch: 

  • Youth report on technology in education
  • Regional reports on South-east Asia and the Pacific
  • Summary versions in 20+ languages
  • +50 national and regional events

Join the global youth consultation

A six-month consultation process with youth was launched at last month’s ECOSOC Youth Forum in New York in partnership with Restless Development.

The consultation will see regional events taking place around the world, gathering students and youth organizations’ to reflect on the role of technology in education. This is the first time that youth is involved in such early stages of the report production, with the outputs from each event pulled together into the 2023 Youth Report due for launch at the end of the year.
